I looked at the screenshots again there is something i noticed. The squad perks are now in a set (offensive, defensive(?), support(?)). Ingame it shows the set with a bar below it. My guess would be that this bar fills while supporting your squad (revives, resupplies etc.) which will unlck the perks...
