So if I'm gonna buy premium for BF4, there's no reason to preorder?

Ok guys I haven't really been followed this BF4 business. Two questions

1. Do I need to preorder to get access to the beta or do I get that for being premium?
2. If not, is there any reason to preorder?

It was written in the post that its NOT anonymous, however, it didn't say its public either.
