I think that only the "campaign signup" thread is open.

The draft signup is open BEFORE the campaign started. But we are allready on the way, thats why you cant signup for that. Before the next campaignt (hopefully weeks away) we will open up another "draft signup" thread and then you are able (and should) signup there.

So for now use the Campaign Signup

Nope, once you're in an army you don't need to signup again.
