That is my understanding.

SBT follows US DST in the autumn and EU DST in the spring, wiki/index.php5?title=Daylight_Savings

SBT will ALWAYS equal 1pm Eastern, whether EST or EDT. It will NEVER change! In spring you will start at SBT -1 for 3 weeks before your DST starts, however SBT will STILL be 1pm Eastern. That's why SBT exists, it's a constant that never changes.
