It's true. On the one hand it means they're trying to sell an unfinished/unpolished game under the guise that it's complete. On the other hand, the demand for fixes has led to some changes/improvements that were never in the original game design and wouldn't have been introduced if the game was actually "complete" on release (eg: revive countdown timer).
Imagine if BF4 had been released as "Early Access" (like DayZ is currently). They could have released the playable but incomplete game and spent a year or better fixing/polishing it with community involvement. Pretty much exactly what they've done, but "early access" to justify the timeline. There would be a lot fewer disappointed and disenfranchised players.
