this probably from somekind of protest (and there were a lot of violent protests around the world in the last couple of years, Greece, Egypt, Spain). the policeman shoots the guy with a disperse demonstrations shotgun. usually the cartridge is filled with a lot (25?) metal rounds, but not in this case. as from this close he should've fallen to the ground weeping like a little girl while struggling to breath in the best case.
so i guess it was just blank and he got punched only by the blast pressure wave.
